MINUTES FOR THE SPRINGFIELD RETIREMENT BOARD MEETING

Chairman Moynihan called the meeting to order at 5:00 P.M.

Agenda Item #1-Minutes

Agenda Item #2-Superannuations
Motion made by Burns to accept the following Superannuations: Michael Brock, Police Officer, Police Department with 32 years and 6 months as of 3/31/2020; Robert C. Browne, Police Officer, Police Department with 33 years and 10 months as of 5/2/2020; Arthur D’Ambrosia, Lieutenant, Police Department with 34 years and 7 months as of 3/17/2020; Charlene Dickerson, Paraprofessional, School Department with 22 years as of 4/1/2020; Marzieh Mosaddeghi, Paraprofessional, School Department with 29 years and 10 months as of 3/3/2020; Thomas O’Malley, Skilled Laborer, Park Department with 11 years and 3 months as of 3/6/2020; Gary Provost, Carpenter, Facilities Management with 12 years and 9 months as of 3/28/2020; Francis Renschler, Firefighter, Fire Department with 32 years as of 5/6/2020, second by Scanlon. Agenda Item #3-Warrants
Motion made by Burns to approve and reaffirm the following warrants: Warrant #12 Expenses the amount of $13,105.18, Warrant #13 Transfer in the amount of $143,732.28, Warrant #14 Refunds in the amount of $154,359.03, Warrant #15 Expenses in the amount of $1,000.00, Warrant #16 Refunds in the amount of $3,217.76, Warrant #17 Expenses in the amount of $58,266.83, Warrant #18 Retiree payroll in the amount of $6,934,887.24 and redemption from the PRIT fund in the amount of $6,000,000.00, second by Mantoni. Agenda Item #4-Refunds/Transfers to Other Systems
Motion made by Burns to approve the twenty-three (23) requests for refunds and transfers to other systems. The names have been submitted to their particular Department, the Law Department and the Massachusetts Department of Revenue, second by Mantoni. Agenda Item #5-Benefits under Section 12(2)(d)
Motion made by Burns to approve the election of 12(2)(d) benefits from the beneficiary of Jennifer Moulton-Proctor of the School Department-Deceased, second by Scanlon. Mantoni, yes, Kennedy, yes, Burns, yes, Scanlon, yes, Moynihan, yes.

Agenda Item #6-Retirement Board Election Postponed
Motion made by Burns to postpone the Retirement Board Election pending resolution of the Coronavirus (COVID-19) Pandemic and further guidance from PERAC, second by Kennedy. Mantoni, yes, Kennedy, yes, Burns, yes, Scanlon, yes, Moynihan, yes.

Agenda Item #7-Director’s Report
Executive Director Susana Baltazar informed the Board that we received the new PERAC Membership and Retiree forms, and that we have updated our forms accordingly, as well as the forms on our website. Director Baltazar also stated that we are receiving PERAC Memos updating us on the impact of the coronavirus as it affects our members. Ms. Baltazar also informed the Board that the Retiree payroll was processed on March 31, 2020 and that the work has already started during this pandemic, to process the Retiree Payroll to be paid on April 30, 2020.

Agenda Item #8-Attorney’s Report
Attorney ViVenzio informed the Board that he has cases pending at DALA. Attorney ViVenzio updated the Board that a bankruptcy attorney was engaged to represent the Springfield Retirement System on the bankruptcy petition filed by Michael Basile. Attorney ViVenzio will have additional information at a future Board meeting.

Agenda Item #10-New Business
Due to the pandemic, we were asked if we could approve the six (6) refund applications that were received after the deadline. These refunds would be paid after we send their names to their Department, the Law Department and the Massachusetts Department of Revenue. Motion made by Burns to grant the request by Executive Director Susana Baltazar to approve the six (6) additional refund applications in process pending receipt of the required documents, second by Kennedy. Mantoni, yes, Kennedy, yes, Burns, yes, Scanlon, yes, Moynihan, yes.
